It's not just that European babies would be smaller than Andean babies with a greater infant mortality; a lower uterine bloodflow/hypoxic placenta is likely to give rise to greater maternal mortality because of pregnancy-induced hypertension, preeclampsia and eclampsia and that is your real limit on population increase.
