Thanks to Charlton Griffin for turning it up and passing it along. (Charlton also turns up a hilarious Bollywood spoof -- at least I take it to be a spoof -- of Michael Jackson's "Thriller" video.) Here's a website that was created for the film, which won a BAFTA award for best animated short.
